CVE-2026-23398：Linux Kernel icmp_tag_validation() 空指针解引用致远程 DoS 的 PoC

针对 CVE-2026-23398 的 PoC 已公开，该漏洞位于 Linux Kernel 的 net/ipv4/icmp.c 中，icmp_tag_validation() 未对 inet_protos[proto] 做 NULL 检查。
